Your phone line might be faulty.
I can report the possible fault after we have done a special test on our line.
You will need to disconnect as many devices as possible before I can do the test from my office.

Any of these things might be affecting the resistance of your line:

Your telephones:
Your fax machine-printer
The ADSL filter
Your ADSL modem
Your Alarm system
The quality of the phone line cable
The connections of the phone line cable inside and outdoors.
The wind moving the phone lines
The rain causing the phone line to short out.
